The Lorain County Children & Family Council (LCC&FC) is one of the Departments of the Lorain County Commissioners, and works to advocate for families by establishing and maintaining systems of service that nurture, enrich and encourage collaboration between individuals and organizations to promote the well-being of children and families in Lorain County, Ohio. The LCC&FC is also part of Ohio's Family and Children First Initiative.
This is accomplished through a dedicated Board, Parents, Staff, and County Administration through the support of various initiatives supported by Federal, state and local dollars.
Council provides support and oversight to the following initiatives designed to improve the well-being and lives of children and families in Lorain County:
Lorain County, Ohio's Help Me Grow Program
Help Me Grow is Ohio’s birth to three system that provides family-centered services for expectant parents, newborns, infants and toddlers and their families. LCC&FC administers the Help Me Grow Early Intervention Service Coordination program which provides screening, evaluation, assessment, on-going monitoring, service coordination, and transition services to families with children who have a diagnosed delay or disability.
The Central Coordination office processes referrals from parents and community providers for children with suspected delays or disabilities and processes referrals for State-administered Help Me Grow Home Visiting Services program.
The Home Visiting program targets first-time, low-income mothers with children under the age of six months. Home Visitors provide development screenings and on-going parent education. All referrals for service, Home Visiting or Early Intervention, are processed through Central Coordination.
Self-referrals may be made by completing the LCC&FC's Help Me Grow Referral Form and then submitting it electronically or by mail/email/fax to the LCC&FC Office (in Elyria, OH).
Child Abuse Prevention Programs
Through funding provided by the Ohio Children’s Trust Fund, th Council provides funding and program monitoring of child abuse programs and services including strengthening families programs, prenatal education, respite services for at-risk families, and school outreach.
Almost $90,000 is distributed annually to support Council’s goal of reducing child maltreatment by 10% over the next three years.
Service Coordination & Wrap-Around Services
For Families in Crisis Who Have Multiple Needs
The LCC&FC ensures families in crisis (with children ages 0 – 21) who have multiple systemic needs or involvement, i.e. court, mental health, school, medical, development disability, are connected to services within the County to improve family functioning.
The Wrap-Around process develops a team and connects families with multiple supports, informal and formal, to develop a written plan which is monitored by regular team meetings. All families are offered a family advocate.
To be eligible for this service, families must be experiencing a crisis and their child must be involved or need to be connected to multiple systems and providers.

Ohio Auditor Reviews Council's Independent Audit
Ohio's Auditor of State Dave Yost has reviewed the Independent Auditor’s Report of the Children & Families Council, Lorain County; prepared by Perry & Associates, Certified Public Accountants, A.C., for
the audit period January 1, 2012 through December 31, 2013. Based upon this review, the State Auditor has accepted these reports in lieu of the audit required by Ohio Revised Code Section 117.11.
The review was made in reference to the applicable sections of legislative criteria, as reflected by the Ohio Constitution, and the Ohio Revised Code (ORC), policies, procedures and guidelines of the Auditor of State, regulations and grant requirements.
