The Facilities Management Department is
responsible for the upkeep of all properties owned by the Lorain County Board of Commissioners. Maintaining these properties sometimes involves construction, electrical, HVAC (Heating / Cooling), upkeep of all grounds, repairs, snow removal and keeping up with over 20 County owned properties.

We also oversee new building construction for the County, which involves working with architects and design professionals to insure that documents that are required by state law are included in bid specifications and contracts.

Upon the approval of the
Board of Commissioners, we initiate and monitors all aspects of the County’s public construction project. We also provides contract compliance and prevailing wage services to all Commissioners' Departments.

The Lorain County Commissioner's Help Desk

Chris RicoThe
Facilities Management Department works to support County Departments through an online tool called the Help Desk. This "Help Desk" is a central location for all Lorain County Employees to contact someone for help dealing with issues concerning maintenance, information technology or telecommunications. An employee can call any one of these offices, or Place a Work Order, stating what specific services they need. The problem or issue is then disbursed to the proper crew member.

All of these departments work together using the Help Desk to complete work orders in a timely manner. For further assistance, please contact Help Desk Coordinator Chris (Ingrid) Rico at (440) 328-2222, or email helpdesk@loraincounty.us. Work orders may also be faxed to the Help Desk at (

There are more than 45 departments that currently use the Help Desk.



WHAT'S NEW?



Changes for Prevailing Wage Threshold Levels

Before advertising for bids, contracting, or undettaking construction with its own forces to construct a public improvement, the Public Authority shall have the Ohio Department of Commerce's Division of lndustrial Compliance - Ohio Bureau of Wage & Hour Administration determine the prevailing rates of wages for workers employed on the public improvement. The wage determination must be included in the project specifications and printed on the bidding blanks where work is done by contract.

As of September 29, 2012:

A) "New" construction threshold level has been adjusted to: $200,000.
 

• The threshold will increase to: $250,000 beginning on September 29, 2013.

B) "Reconstruction, enlargement, alteration, repair, remodeling, renovation, or painting" threshold level has been adjusted to: $60,000.
 

• The threshold for reconstruction will increase to: $75,000 beginning September 29, 2013.


As of
January 1, 2012:

C) "New" construction that involves roads, streets, alleys, sewers, ditches and other works connected to road or bridge construction threshold level has been adiusted to: $82,137.
 

• Thresholds are to be adjusted biennially by the Director of the Ohio Depattment of Commerce.


D) "Reconstruction, enlargement, alteration, I'epair, remodeling, renovation, or painting" that involves roads, streets, alleys, sewers, ditches and other works connected to road or bridge construction threshold level has been adjusted to: $24,609.
 

• Biennial adjustments to threshold levels are made according to the Price Deflator for Construction Index, United States Department of Commerce, Bureau ofthe Census *, but may not increase or decrease more than 3% for any year.

Changes for Ohio's Prevailing Wage Laws

On June 30, 2011, Governor Kasich signed H.B. 153 (Biennial Budget Bill) into law. As part of the Biennial Budget Bill, important changes were made to Ohio's prevailing wage laws.

One of the more significant changes made was the step increases to the prevailing wage thresholds. Effective Sept 29, 2011, new construction projects will have a threshold amount of $125,000. On September 29, 2012, this threshold amount will increase to $200,000 and on September 29, 2013 the threshold amount will be $250,000.

Reconstruction projects will have a threshold amount of $38,000 effective Sept 29,2011. On September 29, 2012, this threshold amount will increase to $60,000 and on September 29, 2013 the threshold amount will be $75,000. These threshold amounts are no longer subject to being adjusted biennially.

However, projects relating to streets, roads, sewers, water works, etc. will remain at the current threshold amounts of $23,447 for reconstruction and $78,258 for new construction. These threshold amounts are adjusted biennially and the new threshold amounts, to be determined, will be effective January 1, 2012.

The Ohio Bureau of Wage & Hour Administration will be providing additional formal guidance to the public, as the Ohio Department of Commerce adopts and implements new policies, administrative rules and the effective date of September 29, 2011 approaches.
