 The building located on South Abbe Road in Elyria, Ohio was originally constructed in 1971 and was formerly used as a flea market, home improvement store and department store at various times over the years. Most recently, the building was separated into three (3) condominium units.
Unit 1, owned by West Park Limited and consists of 8,112 square feet and is current occupied by Firestone.
Unit 2, owned by West Park Limited consists of 9,400 square feet and is currently occupied by Bookseller Video.
Unit 3 is currently owned by the Lorain County Port Authority and consists of 97,000 square feet.
The Lorain County Transit Maintenance Facility will be a tenant of the Lorain County Port Authority and the facility will occupied only 9200 square feet of space within Unit 3. The project consists of the renovation and expansion of a portion of the southwest corner of Unit 3. The interior offices will be modestly modified to house the offices, parts room as well as drivers lounge for Lorain County Transit. The interior restrooms will be modified to accommodate ADA requirements. The former exterior garden center structure will be renovated to accommodate the service garages. The building will be expanded to the south by 20 feet to accommodate the buses. New siding, roofing and insulation will be installed to provide exterior closure. There will be three repair bays and a wash bay. New overhead doors, lighting and heat will be provided. The existing fencing will be modified to accommodate the new layout. The work will consist of demolition and general trades work for the following: Metal building addition of 1904 sq. ft., renovation of 3,536 of metal building structure to accommodate a new bus repair garage and renovation of 3794 sq. ft of existing interior office space to accommodate offices, parts, training and drivers lounge. Scope of general trades work will include, but not be limited to the following: selective demolition, new footings and foundations, metal building purchase and erection, siding, roofing, doors, interior partitions and ceilings.
Lorain County Transit currently owns 35 buses. These busses will be located at the Maintenance Facility when not in use. The adjacent parking area has ample space to the south of the facility to handle these vehicles. There will be very few visitors to the facility.
 The facility will be home to 69 employees who are currently housed in modified trailers and are sharing space with a very crowded school bus repair facility located on State Route 611 in Sheffield, Ohio. Sheffield is located in the Northern part of Lorain County and is not centrally located. The previous vendor who provided this service was located at 138 South Abbe Road, just to the north of the new proposed location and was more centrally located which decreased fuel costs. The most efficient way for Lorain County Transit to protect the capital investment of the federal government is to provide its vendor with the proper facility that will provide safety, protection and the necessary means to perform all maintenance of its fleet of buses. In addition, Lorain County Transit will be able to monitor fuel costs more effectively. As an added benefit to the community, Lorain County Transit will be occupying space in a building that has been vacant for over a year. This is not a hub or transfer point, the buses will leave the garage at 6:00 a.m. to start their routes and return at 10:00 p.m. and be parked for the night.

 The Environmental Phase 1 that was conducted by RP Consultants Inc. in December, 2008 included interviews with local authorities and information from reviews of aerial photographs, city directories, tax maps, the Lorain County Auditor’s website, the Elyria Building Department and the Elyria Fire Department. The purpose of the assessment was to identify any environmental conditions associated with the property or any facilities located on the property. This was accomplished by direct observations of the property and facilities and by review of historical information regarding past use of the property and adjacent properties.
Preliminary design work is underway, and pending funding, the project will be under construction within the next 45 – 60 days and completed before fall 2009.
There is only a 20’ extension to an existing structure that changes the facilities foot print and the only exterior changes will add a new separate entryway for the Maintenance Facility separating its operation from the other two units. Based on information obtained during the Environmental Phase 1, there are no historic properties affected by completion of this project. There will be no certification pursuant to the U.S. Green Building Council’s Leadership in Energy and Environmental Design (LEED) obtained.
 The building is situated on approximately 9.54 acres of land. The existing mprovements to the subject property include an asphalt parking lot and access drives. The building and parking area comprise the majority (approx. 90%) of the subject property. The remainder of the property consists of landscaped lawn areas. The portions of the property not occupied by the building are referred to as “common property”.
Adjacent properties to the common property include VFW Post #1079 to the north, McDonalds and Big Lots to the south, State Route 57 to the east and Kensington Square Apartments, a medial office building and Billings & Co. to the west.
 The Lorain County Transit Maintenance Facility will have a fenced in gated area for buses, and a separate entrance to the Maintenance Facility for staff. The facility will be separated from the rest of the Unit that is currently not occupied. Unit 1 is occupied by Firestone Tire and maintains its own entrance and garage area along with customer parking. The Firestone operation is to the west of the Transit Maintenance Facility and its exterior operation is separated by the Maintenance Facility fence. Unit 2 is currently occupied by Bookseller Video and has a separate entrance for its employees and customers. The Bookseller has a parking area to the east of the Maintenance Facility to accommodate its employees and customers.
The attached survey by Polaris shows that the entire site encompasses 9.4 acres between S.R. 57 to the East and Abbe Road South to the west. There are three (3) entrances/exits for the site, two off of Abbe Road South and one to the south on East Broad Street. There are a total of four (4) buildings on the site including the one that would house the Lorain County Transit Maintenance Facility at the far north end. The City of Elyria has zoned this property as Business General and, with the exception of the Kensington Apartment Complex, structures are commercial. The apartment complex is several thousand feet away from the property and is southwest of the Maintenance Facility.
