Human Services Planning Committee (HSPC)
The Human Services Planning Committee serves as an Advisory Board, providing recommendations and comments to the Lorain County Commissioners, in addition to the Lorain County Job & Family Services Department; with regards to Title XX, Social Services and the PRC Program. The HSPC conducts a Title XX public hearing every biennium on the proposed county profile for the provision of social services.

Keep Lorain County Beautiful Advisory Board
Keep Lorain County Beautiful Advisory Board is a volunteer board appointed by the Lorain County Board of Commissioners. Keep Lorain County Beautiful (KLCB) is committed to supporting the Keep America Beautiful mission of inspiring and educating people to take action for improving and beautifying their community environment. Keep Lorain County Beautiful encourages educating the public, increasing individual responsibility, public-private partnership and engaging volunteers to take action in local community projects.

The Lorain County Board of Mental Health (LCBMH) is the public agency that plans, funds, monitors, and evaluates a system of services for people with mental illnesses in Lorain County. A citizen’s board of 18 community members decides the services to be provided and funded based on state requirements and community needs. It also monitors and evaluates delivery of those services.
Private, not-for-profit, independent community agencies are contracted by the LCBMH to provide an array of mental health services, including counseling, peer support, community, psychiatric support services, prevention, consultation, mental health education, crisis intervention, housing development and management, and vocational and employment support.

Developmental Disabilities Board
The Lorain County Board of Developmental Disabilities ensures the availability of programs, services and supports that assist eligible individuals with mental retardation and other developmental disabilities in choosing and achieving a life of increasing capability such that they can live, work and play in the community and to assist and support the families of these individuals in achieving this objective.

The Lorain County Metropolitan Housing Authority is established when the county intends to spend tax money or issue general obligation debt for housing; establishment and membership must be reported to Ohio Department of Development; may designate an existing board to serve these functions; may form joint boards with municipalities or townships.

Planning Commission
The Lorain County Planning Commission may, but not limited too, make studies, maps, plans, make comments, recommendations and reports concerning the physical, environmental, social, economic and governmental characteristics, functions, services and other aspects of the county.

Port Authority Board
The mission of the Lorain County Port Authority is to promote economic development by assisting private industry initiatives; by encouraging development and redevelopment; and by promoting investment in business, industrial and transportation projects.
This Board meets quarterly, second Tuesday at 9:30 am, at Lorain County Community Development Department, 226 Middle Avenue, Elyria, Ohio. Special meetings are called as needed with 72 hours pubic notice. Please call (440 328-2325 for more information.
Workforce Investment Board (WIB)
The responsibilities of the Lorain County WIB include, but are not limited too, to establish procedures for the development of job training plans; prepare a job training plan, publicize and make available for review and comment, each job training plan; responsible for preparation of documents for appeals regarding plans; and provide oversight and evaluation of the programs conducted under the job training plan.
