The Lorain County Building Department (LCBD) follows the 2004 Ohio Building Officials Association (OBOA) One, Two and Three Family Dwelling Code, International Plumbing Code, National Electric Code, and The Lorain County Board of Health Plumbing Code. The LCBD addresses new construction, new inhabited space, change of use, and any additions that change the footprint of the home. To apply for a building permit, you must have a health department permit for septic system and a local zoning permit. All participating contractors need to be registered with the LCBD.
Application Approval
Within 10 working days of submission, you will either:
- be notified of the approved building application and the corresponding fees
- be asked to supply the necessary information for approval

Health Department Review
You are required to submit a site evaluation application, proof of ownership, and site plans. This process normally takes two to three weeks. For questions, contact the Lorain County Health Department at (440) 244-3418.
Township Zoning Review
Plans are reviewed for conformance with township regulations including the proposed land use, frontage, acreage, depth and yard requirements. For questions, contact the appropriate township in which you plan to build.
