Clerk of the Board of Commissioners
Theresa Upton
 Theresa Upton was born in Cleveland, moved to Lorain County in 1980. She attended Lorain County Joint Vocational School, studying Administrative / Legal Secretary and graduated from Brookside High School. While doing an internship for JVS, she worked for Judge Edward Zaleski, who is currently the Administrative Judge for Lorain County Common Pleas Court and retired Judges Gus Nunez and Frank Horvath at their private practice in Lorain.
She then was hired by the City of Sheffield Lake as Clerk of City Council in 1990. An opportunity had arisen and the Lorain County Board of Commissioners hired her on September 16, 1996 as a Clerk-Typist, promoted her to Assistant Clerk on December 21, 1998, Acting Clerk on March 24, 2003 and then to Clerk on January 24, 2005.
As Clerk to the Commissioners, she is responsible for setting the Board’s agenda, scheduling public hearings and bid openings, and recording all actions of the Board, which are then preserved as permanent records in the Commissioners’ journal.
She also serves as Secretary to the Transportation Improvement District, Investment Advisory Committee, Records Commission, Storwater Advisory Committee and Land Bank Reutilization Corporation. She has been trained and certified in public records/sunshine laws.
Theresa is affiliated with professional organizations that provide networking opportunities and continuing education, including the County Archivists and Records Managers Association (CARMA) and County Commissioners’ Clerks and Engineers’ Administrative Professionals Association Ohio (CCC/EAPA). In December 2008, Theresa was appointed as District Representative to the Executive Board. In 2012, Theresa was elected to serve as Treasurer to CCC/EAPA and in 2013 will serve as Secretary.
She is married and has two sons.
